Social security is not only the legitimate rights and interests of workers, but also an important social safety net for maintaining social equity. In particular, China’s population aging is accelerating, the issue of sustainable elderly care has become prominent, and social security has become increasingly important. The first generation of migrant workers leave their homes and never leave their homes. They often return to the countryside when they are old, and rural social security can provide them with the most basic protection. The main force of the new form of employment-the new generation of migrant workers present the typical characteristics of”de-agriculturalization” and”into-urbanization”. If their social security problems are not effectively resolved, it may endanger the sustainable development of the city and even the society. stable.

Compared with other industries and jobs, flexible employment is indeed too”flexible”, that the social security system based on existing laws and regulations cannot keep up. On the one hand, employers represented by platform companies often expect asset-light operations, without policy pressure and subjective enthusiasm, to pay social security for employees. The new type of labor-employment relationship is not protected by laws and regulations, so that employers who default on social security can get away with it. On the other hand, employees are too short-sighted, hoping to make quick money, and fail to carefully consider accident risks, medical issues and pension needs. At the same time, the flexibility, short-term nature, mobility, and non-contractual nature of employment have made social security a “luxury” that employees cannot afford.

In response to the above-mentioned problems, we can focus on solving the social security problems of flexible employees from the following aspects. We organize a flexible, mobile but powerful social safety net.

First of all, government departments should improve the laws and regulations on the payment of social security by platform companies for workers, using social security as a breakthrough, on the one hand to protect the legitimate rights and interests of workers, and on the other hand, to promote platform companies to shoulder the responsibility Social responsibility. Government supervision initially focused on economic supervision areas such as anti-monopoly and product quality, but in the future, it should move from economic supervision to social supervision, focusing more on bottom-up social supervision such as social security, so that platform companies can truly fulfill their social security obligations.

Secondly, government departments should promote flexible employment personnel to be fully covered. At present, social security is still non-mandatory, and flexible employees can choose whether to participate in the insurance. Behavioral science and evidence-based policies believe that individuals are often irrational in major choices. In this regard, government departments should make more rational choices through”boosting” methods.

Once again, we must innovate social security methods and use platform-based social security to solve the social security problems of platform economy and keep up And adapt to the development trend of emerging formats. Government departments should not passively wait for flexible employees to actively adapt to social security, but should actively innovate social security methods to protect the basic rights and interests of practitioners in emerging businesses. At present, the digitalization of social security payment is progressing rapidly, but the social security data sharing and business collaboration across regions, departments and systems have not yet been substantially promoted. It is necessary to promote data sharing between relevant government departments, and strengthen the connection of employment and social security data between government and enterprises.

Finally, it is necessary to strengthen cross-departmental coordination, and reasonably promote the solution of social security issues for flexible employees. Social security involves multiple functional departments. For this reason, the human resources and social security department most related to social security can be identified as the main responsibility or lead department, and coordinate with other relevant departments to jointly advance, and truly solve the social security problem of flexible employment.
