As the core enabling technology for global digital development, artificial intelligence has become a key development area of various countries and intergovernmental organizations. Advances in artificial intelligence science, technology, and policies have also profoundly affected international relations and the global landscape.
Some countries and intergovernmental organizations worry that their advantages in the field of artificial intelligence will be difficult to maintain in the global development process, so there is a misjudgment of the concept that the development of artificial intelligence must be a”zero-sum game.” However, it needs to be pointed out that the future development trend of artificial intelligence is not like this. A number of major and important centers and nodes will emerge in many fields such as basic research, industrial research and development, and application services, and show a multi-center development. trend. No country is likely to become the absolute center of the world in the development of artificial intelligence. These major nodes will be highly interconnected and deeply coordinated to jointly drive the development of artificial intelligence in the world.
The principle of artificial intelligence governance is an important bridge and policy cornerstone for countries to carry out artificial intelligence cooperation. In 2019, China issued the”New Generation Artificial Intelligence Governance Principles-Development of Responsible Artificial Intelligence”, which clearly put forward the governance principles of harmony and friendship, tolerance and sharing, and open collaboration. This is China’s beautiful vision for the development of a new generation of artificial intelligence, and it also provides the world with a”Chinese solution” for artificial intelligence cooperation. The exchange and sharing of results in various dimensions of basic artificial intelligence research, such as intelligent assessment, application scenarios and best practices, technology and social ethical risks, will also promote the realization of sustainable development goals.
Model and algorithm innovation is the core of basic artificial intelligence research, and it is also regarded as the strategic commanding heights of competition among countries. Even in this core area, sharing results to the greatest extent is still the best way to promote innovation. International technical challenges and international seminars based on the same data and tasks are important means to promote healthy competition. In this healthy competition, researchers and engineers inspire each other to obtain innovative inspiration, and propose better models and algorithms. The openness and open source of algorithms are the most powerful means to maximize the influence of innovation. Only in this way, artificial intelligence algorithms and systems will achieve rapid iteration under the joint promotion of research and technical communities. At present, the constantly improving open source and open ecosystem in the field of artificial intelligence is advancing the rapid development of artificial intelligence technology. Global artificial intelligence innovators, policy makers and governments all have the responsibility to continue and maintain this platform of healthy competition and collaborative development.
Artificial intelligence is a disruptive technology with a high degree of uncertainty. The technical safety and ethical issues in its development process require coordinated responses by all countries. Otherwise, the risks and negative effects of technological development will spread widely to different regions. In addition, different ways of achieving artificial intelligence have different long-term risks, some of which are technology-related and some are cultural. For example, Europe and the United States mainly regard artificial intelligence as a tool, Japan mainly regards artificial intelligence as a partner of mankind and an associate member of society, and more science fiction works regard artificial intelligence as the public enemy of humanity. How to deal with the long-term relationship between artificial intelligence and mankind will face different types of risks in the process of technological development. Avoiding such risks is especially inseparable from global collaboration. Global collaboration is not only to conduct joint research and risk prevention on long-term issues, but also to prevent artificial intelligence from being misused, misused, abused, or even misused under conditions of great uncertainty in technological development.
China’s strategic goal for the development of artificial intelligence is clear, that is, to become one of the world’s major artificial intelligence innovation centers. What needs to be clear is that in the global development map of artificial intelligence, although the development concepts, advantages, and focus of each center are different, they have great value and significance for reference.
